Thank the NASCAR guys that tested the inner liner. Guys like Darel Dieringer,David Pearson.and others, would purposly run over a board with nails in it at 160MPH to test the inner liner at DAYTONA back in the sixty's.
Darel's son Darel (the demon) Dieringer still keeps family tradition alive. He races in the Super Truck Series.
When Talledaga opened guys Like Richard Petty didn't want to run there. The cars were running so fast the tires never lasted more then a few laps. 
1964 E. Glenn Fireball Roberts car #22 in turn three of the world 600 @ Charlote Motor Speedway hit Junior Johnson and Ned Jarret. Robert's car burst into flame(driver's worst night mare) Ned Jarret pulled Robert's from the fire. Robert's was burned over 70% of his body. He died 39 days later. 
In those days the Stock Cars were really Stock Cars. You knew a Pontiac,Chevrolet,Ford Galaxie a, and the Dodges and the Plymouths. Those big cars turning 180MPH was something to handle.I don't think you can compare the cars of those days to the cars of today.

Most sanctioning bodies would deem this illegal for 2 reasons. After using this you would not be able to punch the tire or get a usable sample foe chemical testing due to the closeness of the cuts.

In sand dunes more traction is required and if we see the cars run in such an area are differ in techniques as well as parts and in everything so ………don’t worry about it we’ll fly.
